Tulle seems to range in price from very cheap to not really at all expensive for fabric (I saw some tulle for like $6 a yard - it was rather fancy looking). Two yards will suffice for a children's tutu. I doubt most of you are wanting to make one for a kid though. I used six yards for mine - my tutu is ridiculously puffy and has about a six inch gap with no material. One day, I'll fix that, but for now I just twist it to the side. Depending on how you cut your stripes and tie them on, you may need more or less fabric.
First, you're going to need to cut the tulle into strips. My tulle just happened to be twice as wide as I wanted my tutu's length to be, so I decided it would be easiest to loop the tulle around the ribbon. I cut my stripes about 4 inches wide - the width of these stripes is going to determine the poofiness, so use my tutu to judge.
After you have your strips cut, you're going to want to fasten them to a ribbon or elastic. If you use ribbon, make sure it matches the tulle - or at least compliments it. I forgot to buy ribbon from the fabric store and all I had laying around with some olive green piece. There are several methods for fastening the strips to the ribbon - you can sew them, tie them, or probably even use fabric glue. I opted to tie them on. Because my strips were twice the length I wanted, I just doubled them over and looped them around the ribbon.
Because I am such a horrible explainer of what I mean by 'looping around the ribbon', I drew a picture. Unfortunately, I am also a horrible drawer. I opted to crop out the final result, which is what you achieve by pulling the ends tight, but I don't think it's a crucial element. Just know that in the drawing below, you are actually looking at what will become the inside of the tutu's waist. You want the clean part of the loop on the outside, as in the photo above. Method Description 21. Measure the waist of the "dancer". 2. Cut a sturdy ribbon the size of the dancer's waist plus two inches. 3. Fold the ends of the ribbon one inch and sew a hook/eye or snap closure on.
* If you like, you can also sew on thin cotton webbing for a "tie" closure. 4. Cut three lengths of tulle in the following dimensions:
* As wide as the distance between your dancer's hip and knee. * As long as three times the distance around your dancer's waist.
5. Baste the tulle strips together along one long edge. If done carefully, this basting can be used as your gathering thread. 6. Gather the tulle to the length of the waistband. 7. Pin the gathered tulle to the back or "wrong" side of the waistband ribbon. 8. Sew the tulle to the ribbon (or ribbon to the tulle, as the case may be). 9. Enjoy the excitement and pleasure of your dancer as she pirouettes around. Method Description 3Step 1: Measure the length you would like the tutu tulle (the light-weight fine netting fabric you will use) and when cutting your tulle stripes - double that length. So, if you need it to be about 14 inches long, cut 28 inch strips in the colors you like. (Example colors: Purple and Pink).
Step 2:
Then tie the tulle around your elastic. (Be sure to stay consistent when tying each strip of tulle). Like so: Tie on as many tulle strips as you wish. The key: do not tie them too tight first since this may stretch out the elastic and will make it harder to fix later. Once you have tied on all of the tulle strips and they are positioned just how you like them, then tighten them up.

You can use one solid colour or a combination of colours. Elastic: ½-inch wide for babies and toddlers/1-inch wide for older children. You will need a piece long enough to go around the waist of your child. Instructions
Step 1: Lay tulle out across a large flat surface with fold toward you. Cut 6-inch wide strips using all of the tulle. You can use a cutting board and rotary blade or just cut with scissors. It is not important that the strips be perfectly straight or exactly 6 inches wide. Tip: If you do not have a ruled cutting board to help measure the tulle you can lay the first piece of tulle you cut over the top and use as a pattern to cut out your remaining pieces. Step 2: Wrap elastic around child’s waist and cut where edges just meet. Overlap elastic 1-inch over the other side and staple together along both edges. Make sure staples are running up and down, not from side to side. You can also hand stitch the elastic together or sew on a sewing machine. Tip: Elastic is available in several different colours. Try to find a colour that will be less obvious if it shows through the tulle.
Step 3: Open a strip of tulle and place the center over the back of the elastic. Pull tulle around to the front and tie snuggly. Repeat with all tulle pieces. Step 4: Once all pieces are securely tied on you can spread them out more evenly and you are ready to set back and watch your little one dance up a storm!
